AN ORDINANCE FURTHER AMENDING CERTAIN SECTIONS OF ARTICLE XXV OF ORDINANCE NO. 93-049, OTHERWISE KNOWN AS TRAFFIC CODE OF NAGA CITY, AS AMENDED BY ORDINANCE NO. 2022-046 AND ORDINANCE NO. 2025-056, BY INCREASING THE APPROVED ROUTE MEASURE CAPACITY (RMC) FROM THIRTY (30) TO THIRTY-THREE (33) UNITS OF SPECIAL TRIMOBILE FRANCHISES FOR THE CONSOLIDATED VISTODA AND LAVISTODA ASSOCIATIONS, PLYING PROM LANGON TO ATENEO DE NAGA UNIVERSITY VIA VISTANSA SUBDIVISION AND TO CENTRO CARARAYAN UP TO THE CORNER OF SAN MIGUEL STREET AND TECLA SAN  ANDRES-ZIGA ROAD (SAN-ISIDRO-CARARAYAN ROAD) VIA SITIO SALUNGUIGUI, AND VICE VERSA, WITH PROHIBITION FROM ENTERING TECLA SAN ANDRES-ZIGA ROAD:-

Highlights

  • Increases Route Measure Capacity (RMC): The ordinance further amends the Transport and Traffic Code of Naga City to increase the approved RMC for a special trimobile franchise from thirty (30) to thirty-three (33) units.
  • Consolidates Associations: The 33 special trimobile franchises are allocated to the consolidated VISTODA and LAVISTODA Associations.
  • Designated Route: The unified route plies from Langon to Ateneo de Naga University via Vistansa Subdivision and to Centro Cararayan up to the corner of San Miguel Street and Tecla San Andres-Ziga Road via Sitio Salunguigui, and vice versa.
  • Route Restriction: There is a prohibition from entering Tecla San Andres-Ziga Road.
  • Equitable Allocation: The 33 units are to be equally divided among qualified applicants from Barangay Pacol (Deca Vistansa) and Barangay Cararayan, ensuring equitable allocation.
  • Unity Encouraged: The associations are encouraged to unify under a single operational agreement while retaining the option to keep their respective organizations, provided they commit to self-regulation and discipline.

ORDINANCE NO. 2025-067

AN ORDINANCE FURTHER AMENDING CERTAIN SECTIONS OF ARTICLE XXV OF ORDINANCE NO. 93-049, OTHERWISE KNOWN AS “THE TRANSPORT AND TRAFFIC CODE OF NAGA CITY,” AS AMENDED BY ORDINANCE NO. 2022-046 AND ORDINANCE NO. 2025-056, BY INCREASING THE APPROVED ROUTE MEASURE CAPACITY (RMC) FROM THIRTY (30) TO THIRTY-THREE (33) UNITS OF SPECIAL TRIMOBILE FRANCHISES FOR THE CONSOLIDATED VISTODA AND LAVISTODA ASSOCIATIONS, PLYING FROM LANGON TO ATENEO DE NAGA UNIVERSITY VIA VISTANSA SUBDIVISION AND TO CENTRO CARARAYAN UP TO THE CORNER OF SAN MIGUEL STREET AND TECLA SAN ANDRES-ZIGA ROAD (SAN-ISIDRO-CARARAYAN ROAD) VIA SITIO SALUNGUIGUI, AND VICE VERSA, WITH PROHIBITION FROM ENTERING TECLA SAN ANDRES-ZIGA ROAD:-

SECTION 1. Article XXV of Ordinance No. 93-049, as amended by Ordinance No. 2022-046 and Ordinance No. 2025-056, is hereby further amended to establish a unified route for a total of Thirty- Three (33) Units of Special Trimobile Franchises allocated to the consolidated VISTODA and LAVISTODA Associations, inclusive of the previously approved units, plus an additional three (3) units to accommodate the recommended maximum Route Measure Capacity (RMC).

SECTION 2. The Thirty-Three (33) units of franchises shall be equally divided among qualified applicants from Barangay Pacol (Deca Vistansa) and Barangay Cararayan, duly endorsed by their respective Punong Barangays, to ensure equitable allocation and promote peace among associations.

SECTION 3. The associations are encouraged to unify under a single operational agreement, with the option to retain their respective organizations, provided they commit to self-regulation, discipline of members, and compliance with all City Government traffic and transport policies.

SECTION 4. The designated waiting stations shall be as follows:

  • For Pacol-based units: existing authorized waiting area in Deca Vistansa;
  • For Cararayan-based units: existing authorized waiting area in Cararayan Proper.

Both VISTODA and LAVISTODA units shall be allowed to join the queue at the designated waiting areas.

SECTION 5. The Trimobile Task Force, in coordination with the Public Safety Office (PSO) and concerned Barangay Councils, shall ensure proper implementation of this ordinance. The Task Force shall review compliance and may recommend further measures to enhance public safety, efficiency, and harmony between associations.

SECTION 6. All inconsistent provisions of prior ordinances are hereby repealed or modified accordingly.

SECTION 7. This ordinance shall take effect immediately upon its approval and publication in a newspaper of local circulation.
