AN ORDINANCE GRANTING TO SENIOR CITIZENS OF NAGA CITY AGED NINETY-SIX (96) TO NINETY-NINE (99) YEARS OLD A CASH GIFT OF TEN THOUSAND PESOS TO BE GIVEN DURING THEIR BIRTHDAY:-

EXPLANATORY NOTE

Republic Act No. 10868 (Centenarians Act of 2016) provides that Filipinos who reach the age of 100 years old be granted a cash gift of One Hundred Thousand Pesos (P 100,000.00) from the national government to honor and to provide additional benefit to centenarians.

This act of gratitude and felicitation of the national government for senior citizens who have exhibited longevity has been further reinforced through the passage of Republic Act No. 11982 (Expanded Centenarians Act). By virtue of this law, Filipinos aged 80, 85, 90, and 95 years old shall receive a cash gift of Ten Thousand Pesos (P 10,000.00).

Recognizing the rationale behind such acts, the City Government of Naga enacted Ordinance No. 2017-052, otherwise known as the City Centenarians Incentive Ordinance. Through this local law, the City Government of Naga allocated an additional One Hundred Thousand Pesos (P100,0000.00) cash gift for Nagueño centenarians. Thus, for Nagueño centenarians, the total cash gift they must receive on their 100th birthday is Two Hundred Thousand Pesos (P200,000.00).

Acknowledging, however, that living long enough to 100 years old is very rare and that there is a need to provide additional assistance to and uplift the welfare of senior citizens aging 96, 97, 98 and 99, the passage of this ordinance is hereby sought. A cash gift of Ten Thousand Pesos (P 10,000.00) to be given during their 96th, 97th, 98th, and 99th birthday will help them and their family in addressing their personal needs for medicine, therapy or food. This is also an additional means for the City Government of Naga to express its appreciation for their contributions and send its congratulations for their longevity.

BE IT ORDAINED, therefore, by the Sangguniang Panlungsod of the City of Naga, in session duly-assembled, that:

SECTION 1. TITLE. This Ordinance shall be known and cited as the “City Near-Centenarians Incentive Ordinance.”

SECTION 2. CASH GIFT FOR NEAR-CENTENARIANS. Qualified Nagueño senior citizens shall receive Ten Thousand Pesos (P 10,000.00) cash gift from the City Government of Naga on the date of their 96th, 97th, 98th, and 99th birthday.

SECTION 3. QUALIFICATION. To qualify for the aforesaid Cash Gift, the near-centenarians must be registered with the Naga City Office for Senior Citizens Affairs and a resident of Naga City for at least five (5) years before his/her 96th birthday.

Thus, to be clear, senior citizens must register with the Naga City OSCA and must reside in Naga City on or before their 90th birthday for them to be eligible to the cash gift being granted under this Ordinance.

This is in order to be consistent with the requirements under Ordinance No. 2017-052 (City Centenarians Incentive Ordinance) that those entitled to the incentive thereunder must establish their residency in Naga City for at least ten (10) years before their 100th birthday.

SECTION 4. REQUIREMENTS. Qualified Nagueño senior citizens shall submit the following to the Office of the Senior Citizens Affairs (OSCA):

  1. Naga City OSCA issued Senior Citizen ID
  2. Certified True Copy or PSA Copy of Birth Certificate

SECTION 5. DUTIES AND FUNCTIONS OF OSCA. For the purposes of this ordinance, the Head and Personnel of OSCA shall be responsible in:
a. Maintaining the database of registered senior citizens of Naga City:
b. Extracting from the aforesaid database the list of qualified near-centenarians;
c. Conducting validation visits to near-centenarians to confirm that they are still active and are residents of Naga City;
d. Ensuring that the necessary amount to finance the grant of cash gift to qualified near-centenarians are incorporated in their annual budget; and,
e. Executing all related and needed activities and processes to efficiently and effectively realize the objectives of this ordinance.

SECTION 6. APPROPRIATION. The amount necessary to finance the grant of cash gift to qualified near-centenarians every year shall be incorporated in the Annual Budget of the Naga City OSCA.

SECTION 7. REPEALING CLAUSE. All resolutions, ordinances, and executive issuances, or provisions thereof, which are inconsistent with any of the provisions hereof are hereby accordingly repealed, amended and/or modified.

SECTION 8. SEPARABILITY CLAUSE. Should any provision of this ordinance be subsequently declared unconstitutional or ultra vires, the rest of the provisions not so declared shall remain to be in full force and effect.

SECTION 9. EFFECTIVITY CLAUSE. This ordinance shall take effect on January 1, 2026.
