AN ORDINANCE AMENDING SECTION 35 OF ORDINANCE NO. 2018-055 KNOWN AS THE NAGA CITY LOCAL CODE FOR CHILDREN BY CREATING CERTAIN PLANTILLA POSITIONS IN THE CHILDREN AFFAIRS OFFICE, DETERMINING ITS DUTIES AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR AND OTHER PURPOSES:

EXPLANATORY NOTE:

The Children’s Affairs Office (CAO) serves as the secretariat of the Naga City Council for the Welfare and Protection of Children (NCCWPC) by assisting its function and organizational matters. The CAO also provides technical assistance and recommends financial support to the Barangay Council for the Protection of Children (BCPC), conducts capability building programs for children, develops a comprehensive social development and welfare program for the children, and all other functions are stated in the Section 24 of the local code for children.

Although the plantilla positions and appropriations were already included in the 2022 Annual Budget of the City Government of Naga, there is a need to amend section 35 of Ordinance No. 2018-055 to create plantilla positions in the Children Affairs Office to ensure sustainability and accountability in the cited programs and activities of the Naga City Council for the Welfare and Protection of Children (NCCWPC).

Be it ordained by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. Section 35 of the Ordinance No. 2018-055 known as the Naga City Local Code of Children refers to the Composition and Structure of the Children’s Affairs Office (CAO) which states that the CAO shall be comprised of an Executive Director and such number of employees to carry out the functions and objectives of the Naga City Council for the Welfare and Protection of Children (NCCWPC). Said personnel are assigned, designed, and appointed by the City Mayor.

For the reasons of economy and expediency, regular positions may be created in the future, subject to an enactment of an ordinance, providing the same and therefor, amending section 35 of the local code for children.

SECTION 2. Section 35 is hereby amended for creating certain plantilla positions in the Children Affairs Office to ensure that the plans, programs, and function of the office which also deals to reported cases of children are hereby properly executed based on its submitted annual work and financial plan, now to read as follows:

“SECTION 35. Composition and Structure of the Children’s Affairs Office. The CAO shall be composed of an Executive Director, Community Affairs Assistant II, and two (2) Administrative Aide IV (Bookbinder II) to carry out the functions and objectives of the NCCWPC. Such number of employees in either casual or job order positions maybe appointed, designed, or assigned by the City Mayor to maintain the office. Other plantilla positions deemed necessary in CAO shall be created in the future as its clientele increases and its duties and functions expand.”

SECTION 3. Duties and Functions. The following plantilla positions is hereby created in conformity with the qualification standards set by the Civil Service Commission in terms of salary grade for local government units and its functional descriptions

a. Community Affairs Assistant II

Salary Grade : 8
Education : Completion of two years studies in college
Experience/ Training : 1 year of relevant experience/4 hours of relevant training
Eligibility : CS Sub-professional; 1st Level Eligibility
Duties : Develop, promote, and monitor the implementation of policies, plans, programs, and services for the development of children in coordination with the NCCWPC, local, and national government agencies.

b. Two (2) Administrative Aide IV (Bookbinder II)

Salary Grade : 4
Education : Elementary School Graduate
Training : none required
Eligibility : none required
Duties : Assist in the documentation, file-keeping, and other administrative duties in the Children’s Affairs Office.

SECTION 4. Appropriation. The amount necessary to carry out the funding of the plantilla positions shall be chargeable in the annual budget of the CAO-NCCWPC.

SECTION 5. This ordinance shall be effective beginning January 1, 2022.
