AN ORDINANCE ESTABLISHING A SEPARATE ROUTE TO PLY SALUNGUIGUI (PALMERA VILLAGE) CENTRO-CARARAYAN AND VICE VERSA, AND OPENING TEN (10) NEW SPECIAL TRIMOBILE FRANCHISES FOR THIS PURPOSE, SUBJECT TO CERTAIN CONDITIONS
Summary: Ordinance No. 2020-052, enacted on June 9, 2020, establishes a new, dedicated route for trimobiles connecting Salunguigui (Palmera Village) and Centro-Cararayan, and vice versa, in Naga City. To service this route, the ordinance opens ten (10) new special trimobile franchises. It includes several conditions for these new franchises: the Barangay Council of Cararayan, in coordination with the Public Safety Office, will designate waiting areas and vehicle colors; a fare matrix will be implemented; and qualified applicants, specifically bona fide residents of Sitio Palmera, Barangay Cararayan who are drivers with no other adequate source of income and no prior franchise history, will be recommended by the Trimobile Task Force and the Barangay Council of Cararayan from a list provided by the Least Economically Resilient Communities (LERC) Office.

AN ORDINANCE ESTABLISHING A SEPARATE ROUTE TO PLY SALUNGUIGUI (PALMERA VILLAGE) CENTRO-CARARAYAN AND VICE VERSA, AND OPENING TEN (10) NEW SPECIAL TRIMOBILE FRANCHISES FOR THIS PURPOSE, SUBJECT TO CERTAIN CONDITIONS:-

Be it ordained by the Sangguniang Panlungsod of Naga, that:
SECTION 1. – A separate route to ply Salunguigui (Palmera Village) Centro-Cararayan and vice versa is hereby established, and ten (10) new Special Trimobile Franchises are hereby opened for this purpose, subject to the following conditions:
The Barangay Council of Cararayan shall determine the appropriate waiting area of trimobiles and the corresponding color of the units in consultation with the Public Safety Office;
A fare matrix shall be imposed:
The Trimobile Task Force and the Barangay Council of Cararayan shall recommend from among the applicants forwarded by the Least Economically Resilient Communities (LERC) Office to the Sangguniang Panlungsod the awardees of the new franchise, provided they possess the following qualifications:
3.a. Bonafide resident of Barangay Cararayan specifically of Sitio Palmera;
3.b. There is no adequate source of income, and only a driver;
3.c. Never been a trimobile franchise holder nor has sold the rights thereto.
SECTION 2. This ordinance shall take effect upon its approval.
