Let it be ordained that:
Section 1. After Section 12 of Ordinance No. 2016‑054, a new Section 13 shall be inserted. Section 13 shall now read as amended, and all latter sections shall be renumbered accordingly.
“Section 13. Care for Indigent Near‑Centenarians
a. Beginning January 2020, after their ninety‑sixth (96th) birthday, all qualified senior citizens registered in the Office for Senior Citizens Affairs (OSCA) shall be provided with a monthly health food supplement worth one thousand pesos (₱1,000.00) until their death or their one hundredth (100th) birthday, whichever comes first.
b. To qualify, the senior citizen must be: (a) registered with OSCA and an OSCA ID holder for at least the last five (5) years; (b) at least ninety‑six (96) years old;
c. Barangay Social Workers shall deliver the health food supplement within the first week of each month; shall cause the delivery to be received by the beneficiary or by officially designated recipients; and shall submit monitoring report to both the OSCA and the CSWD.
d. Once the implementation of this section begins, OSCA shall secure from all current near centenarians aged 96 to 99 written manifestations whether or not they shall partake of the benefits provided in this section or prefer the full P100,000.00 incentive on their 100th birthday as provided earlier by Ordinance 2016-054.
e. Toward this end, the Head of OSCA shall identify prospective beneficiaries and assist them and their families in the preparation and submission of the documentary requirements.
SECTION 14. Cash Incentive and Recognition for Centenarians
a. Supplementary to the One Hundred Thousand Pesos (P100,000.00) Centenarian Gift from the National Government as provided by Republic Act 10868, the City of Naga LGU shall grant Fifty thousand pesos (P50,000) as a one-time incentive to each qualified person on the occasion of his/her 100th birthday. A plaque of recognition shall be awarded to him/her or to his/her nearest surviving relative in an appropriate ceremony on the National Respect for Centenarians Day in October.
b. Provided, however, that centenarians who began partaking of the monthly food supplement, as provided in Section 13 above, already on their 96th year shall be granted Sixty-Thousand Pesos (P60,000.00); those on their 97th year shall be granted Seventy Thousand Pesos (P70,000.00); those on their 98th, Eighty Thousand Pesos (P80,000.00); those on their 99th, Ninety Thousand Pesos (P90,000.00).
c. Documentary Requirements – Before September 1 prior to the forthcoming Respect for Centenarians Day at which the centenarian is proposed to be given the cash incentive, s/he or her/his authorized representative shall submit to the City Social Welfare Development any government-issued identification card or document that establishes the centenarian’s: (a) Filipino citizenship, (b) one-hundred-year-old age, and (c) Naga City residency over at least the last ten (10) years. The primary and secondary documents listed in Rule VI in the Implementing Rules and Regulations of Republic Act No. 10868 shall suffice in lieu of the aforementioned requirements.
d. Toward this end, the Head of the Office for Senior Citizens Affairs shall identify prospective centenarians and assist them and their families in the preparation and submission of the documentary requirements.”
SECTION 2. Effectivity. The amendments herein contained shall become effective immediately upon approval.
