AN ORDINANCE REPEALING SPECIFIC PROVISIONS OF ORDINANCES PROVIDING MANDATORY APPROPRIATIONS TO CERTAIN SECTORS OR PROGRAMS Authors: Hon. Francisco M. Mendoza Hon. Corazon V. Milano – SC City Councilor

Purpose

To eliminate rigid budget mandates that allocate fixed percentages or amounts to specific sectors, enabling more flexible, needs-based, and results-oriented budgeting.

Key Provisions

• Section 1 – Abolition of Fixed Allocations:

Repeals ordinance provisions that mandate fixed budget shares for specific sectors or bodies. Future funding must be based on approved programs, projects, and activities (PPAs) aligned with the city’s development plan.

• Section 2 – Exclusions:

Nationally mandated funds (e.g., LDF, DRRMF, GAD, children’s fund) remain intact.
The Naga City People’s Council retains its fixed allocation to preserve independence, subject to future adjustments.
