Key Objectives
The ordinance aims to create a shared learning environment for youth leaders by institutionalizing a standardized Monitoring and Evaluation (M&E) tool. Key goals include:
- Ensuring all SK initiatives are authorized, fiscally accountable, and implemented as approved.
- Providing a uniform mechanism to track budget utilization and the youth beneficiaries reached.
- Strengthening institutional memory so that lessons from one administration carry over to the next.
- Maintaining a “low-burden” process that focuses on learning rather than punitive or disciplinary actions.
The Standardized M&E Tool
The tool is a mandatory post-implementation requirement for every SK activity. It must include:
- Financial Data: Approved budget versus actual expenditure and funding sources.
- Implementation Confirmation: Verification that the activity was conducted within the approved scope and timeframe.
- Demographics: A snapshot of youth beneficiaries by age, gender, and sector (such as in-school youth, OSY, PWD, and LGBTQIA+).
- Learning Prompt: A brief section for identifying improvements for future planning or implementation.
Scope and Nature
- Application: Applies to all programs funded by SK funds, whether implemented directly, jointly, or through external partners.
- Limitations: The tool is strictly for governance and learning; it is not a financial audit, a performance ranking system, or a precondition for activity approval.
Data Privacy: The ordinance prohibits the collection of personal or sensitive data through the tool.
