AN ORDINANCE AMENDING CERTAIN PROVISIONS OF CITY ORDINANCE NO. 2024-101, OTHERWISE KNOWN AS THE “ENHANCED SANGGUNIANG KABATAAN MANDATORY TRAINING ORDINANCE OF NAGA CITY,” RENAMING THE SAME AS THE “SK ACADEMY PROGRAM OF NAGA CITY,” STRENGTHENING ITS INSTITUTIONAL FRAMEWORK, AND FOR OTHER PURPOSES

This is an amendatory ordinance that renames City Ordinance No. 2024-101, which established the mandatory training framework for Sangguniang Kabataan (SK) officials, into the “SK Academy Program of Naga City.” The goal is to evolve the existing training program into a more structured, cohesive, and forward-looking leadership development framework.

Highlights:

  • Renaming and Institutionalization: The ordinance renames the existing training program to the “SK Academy Program of Naga City” and institutionalizes it as the continuing leadership development, governance capacity-building, and youth public service formation platform for SK officials.
  • Expanded Coverage: The program may extend training opportunities beyond elected SK officials to include members of the Barangay Youth Development Councils, accredited youth organizations, student government leaders, and other youth stakeholders.
  • New Frameworks: It introduces a Competency-Based Certification Framework and a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework to assess training effectiveness and leadership development outcomes.
  • Integration and Recognition: Compliance with the SK Academy Program will be integrated into the performance indicators and evaluation criteria for the Seal of Good Youth Governance of the City of Naga.
  • Structured Learning and Curriculum Expansion: The program adopts a structured learning progression framework and authorizes the expansion of the curriculum to include emerging areas relevant to youth governance, such as artificial intelligence and digital governance literacy, public ethics, youth mental health leadership, and crisis/disaster risk reduction leadership.
  • Digital Learning: It mandates the development and enhancement of an integrated digital learning and knowledge platform to support training delivery and blended learning modalities.
