A RESOLUTION EARNESTLY REQUESTING THE OFFICE OF THE CITY MAYOR TO DIRECT THE CITY PLANNING AND DEVELOPMENT OFFICE (CPDO), THE CITY ENGINEER’S OFFICE (CEO), AND THE PUBLIC SAFETY OFFICE (PSO) TO FORMULATE AND IMPLEMENT A COMPREHENSIVE PARKING MANAGEMENT PLAN WITHIN THE NAGA CITY HALL COMPOUND, PROVIDING SPECIFIC DESIGNATIONS FOR VARIOUS TYPES OF VEHICLES AND RESERVED SLOTS FOR CITY OFFICIALS

This proposed resolution seeks to address the increasing congestion and disorganized vehicle placement at the Naga City Hall Compound. It requests the Mayor to task key city offices like City Planning and Development Office (CPDO), City Engineer’s Office (CEO), and Public Safety Office (PSO) with creating a structured parking system that accommodates various vehicle types, ensures official accessibility, and follows national disability laws to improve safety and efficiency for employees and the public.

  • Growing Congestion: The City Hall compound currently faces disorganized parking and obstructed driveways due to the high volume of daily visitors and employees.

  • Diverse Vehicle Zoning: The plan requires distinct zones for motorcycles, e-bikes, tricycles, and four-wheeled vehicles to manage the variety of transport modes used by the public.

  • Official and PWD Accessibility: Includes reserved slots for City Officials to ensure efficient response to duties and mandates compliance with the Accessibility Law (BP 344) for PWDs with mobility issues.

  • Infrastructure Improvements: Calls for the installation of proper signage, pavement markings, and directional arrows to guide traffic flow.

  • Inter-Departmental Collaboration: Directs the CPDO, City Engineer’s Office, and Public Safety Office to work together on the design and enforcement of the plan.

  • Safety and Aesthetics: Aims to protect pedestrians and secure property while improving the overall functional flow and look of the government compound.
