In response to the 2026 Middle East energy crisis and the resulting surge in domestic fuel prices, this proposed ordinance provides fiscal relief to lessees of city-owned properties. It suspends the collection of surcharges and interest on rentals at locations like the Naga City People’s Mall and Bicol Central Station to ensure business continuity for local entrepreneurs facing a “stagflationary” economic shock.

Highlights of the Ordinance

  • Energy Emergency Response: Triggered by Executive Order No. 110, which declared a state of emergency following hostilities in the Middle East that doubled domestic fuel prices.

  • Suspension of Penalties: Temporarily halts the standard 25% surcharge and 2% monthly interest on delinquent accounts from March 1, 2026, to December 31, 2026.

  • Broad Coverage: Applies to all commercial stalls and properties managed by the city, including the Naga City People’s Mall and the Bicol Central Station (BCS).

  • Principal Obligation: While penalties are suspended, lessees are still required to pay their principal monthly rental amounts.

  • Payment Credits: Any penalties or interest already paid since March 1, 2026, will be applied as advance payments toward the lessee’s future principal rental obligations.

  • Billing Adjustments: The City Treasurer’s Office and related divisions are mandated to adjust all billing statements to reflect the suspension immediately.
