AN ORDINANCE ESTABLISHING A PERSONNEL RATIONALIZATION POLICY AND REGULATING THE ENGAGEMENT OF JOB ORDER (JO) AND CONTRACT OF SERVICE (COS) PERSONNEL IN THE CITY GOVERNMENT OF NAGA

This ordinance establishes a personnel rationalization policy for the City Government of Naga to regulate the engagement of Job Order (JO) and Contract of Service (COS) personnel. Key highlights include:

  • Restricting JO and COS engagements to project-based, seasonal, or highly technical services that are time-bound.
  • Prohibiting the use of JO or COS personnel for regular, recurring, clerical, or administrative functions intended for permanent staff.
  • Limiting the total number of JO and COS personnel to no more than 10% of the city’s total workforce.
  • Establishing a centralized hiring and review process involving the Department Head, City Human Resources Management Office (CHRMO), City Budget Officer, and the City Mayor.
  • Requiring the CHRMO to submit an annual workforce rationalization plan and publish transparency reports detailing the number, cost, and functions of JO and COS personnel.
