Summary/Highlights

Title of Proposed Legislation/Author/Sponsor:
AN ORDINANCE PRESCRIBING A UNIFORM COLOR SCHEME FOR ALL TRIMOBILE (TRICYCLE) UNITS OPERATING IN THE CITY OF NAGA, REQUIRING DRIVERS TO WEAR PRESCRIBED UNIFORMS, PROVIDING PENALTIES FOR VIOLATIONS, AND FOR OTHER PURPOSES

Author: Hon. Ma. Corazon M. Peñaflor
Co-Author: Hon. Melvin Ramon G. Buenafe and Hon. Elmer S. Baldemoro
Date Filed: June 6, 2026

This ordinance legally establishes a uniform aesthetic and professional dress code for the public trimobile sector in Naga City following its declaration as a Highly Urbanized City. Operating to improve safety, orderliness, and public identification, the law mandates all franchised tricycle units to adopt a uniform white color scheme and requires all accredited drivers to wear prescribed white uniforms while on duty. It lays down structured compliance timelines, explicit operational responsibilities for transport associations (TODAs), and a tiered penalty system for violations to enforce discipline and modernize the city’s public transportation image.

Highlights of Proposed Ordinance

  • MANDATORY WHITE COLOR SCHEME: Requires the body and sidecar of all franchised trimobiles to be predominantly white. It bans substantially different colors to ensure quick public identification of authorized units.
  • DRIVER UNIFORM AND IDENTIFICATION: Mandates drivers to wear a white collared polo or uniform shirt, closed shoes, and an official ID card. Drivers must maintain a clean, professional appearance during all operating hours.
  • COMPLIANCE AND TODA MONITORING: Grants existing franchise holders a six-month grace period to comply, while new applicants must conform immediately. Local TODAs are tasked to actively help the city monitor and enforce compliance.
  • FOUR-STAGE PENALTY SYSTEM: Establishes escalating penalties for violations, starting with a written warning, moving to cash fines of ₱500.00 and ₱1,000.00 with a 7-day suspension, and ending in a ₱2,500.00 fine and franchise cancellation.
