This proposed measure seeks to rename the Naga City National Road—from Barangay Peñafrancia through San Felipe, Pacol, Carolina, and Panicuason—to Senator Tecla R. San Andres Ziga Avenue. The renaming honors Senator Tecla San Andres Ziga, a distinguished daughter of Naga City and a nationally recognized public servant.
