This ordinance officially regulates and prohibits the unauthorized posting, installation, hanging, or display of advertisement boards, tarpaulins, posters, and other promotional materials on utility poles, electric posts, traffic signs, and other public infrastructure within Naga City. Prompted by growing complaints from the Liga ng mga Barangay regarding extreme visual clutter, environmental waste, diminished community aesthetics, and traffic safety hazards that distract motorists, the measure protects public infrastructure from misuse and physical damage. It mandates that all commercial, political, or social advertisements secure a formal city government permit prior to deployment, while explicitly exempting official government notices and emergency advisories. Furthermore, it grants local enforcement units summary authority to dismantle illegal materials and institutes a graduated penalty system ranging from fines of ₱1,000.00 to ₱5,000.00 alongside alternative community cleanup services for successive violations.

- GRADUATED PENALTIES AND CLEANUP REMEDIATION: Imposes a progressive fine structure of ₱1,000.00 for a first offense, ₱3,000.00 for a second offense, and ₱5,000.00 with a six-month permit suspension for succeeding offenses, allowing courts to substitute fines with mandatory community poster cleanup service.
