This proposed measure, known as the “Miranda-Madrid-Aureus Commemorative Roads Ordinance of 2026,” updates the road networks within the expanding Balatas Development Area of Naga City. Recognizing that infrastructural growth offers a key opportunity to preserve local identity, the law rationalizes transportation corridors while constructing a unified commemorative landscape. It honors three monumental Bikolano historical figures—Juan Q. Miranda, Elias Madrid, and Leon S.A. Aureus—whose wartime sacrifices in the Tangcong Vaca Guerrilla Unit liberated Naga, and whose post-war leadership established it as a chartered city. The ordinance directly supports Vision Element No. 5 of the City’s 2028 Finish Lines Vision by integrating heritage preservation into daily civic life.

Highlights of Proposed Ordinance

  • COMMEMORATIVE HISTORICAL UNITY: Officially links the names of three prominent WWII resistance leaders to ensure aesthetic, historical, and narrative unity among contiguous public thoroughfares.
  • EXPANSION OF JUAN Q. MIRANDA AVENUE: Extends the official alignment from its baseline intersection at Taal Avenue to incorporate the entire continuous road segment commonly known as “Hospital Road,” terminating squarely at Panganiban Drive.
  • EXTENSION OF LEON S.A. AUREUS STREET: Broadens this corridor from Magsaysay Avenue past Naga City Science High School to absorb “Park Street” and a newly paved road within the Balatas Development Complex, ending at the unnamed alley near Balatas National High School.
  • CREATION OF ELIAS MADRID AVENUE: Officially names a newly opened thoroughfare in the Balatas Development Complex as “Elias Madrid Avenue,” running from Tecla Ziga Road (Balatas-Cararayan Road) and connecting directly to Leon S.A. Aureus Street.
  •  MANDATORY DATA INTEGRATION: Directs the City Planning and Development Office and the City Engineer’s Office to immediately update all official road inventories, GIS mapping systems, engineering plans, and land use records.
  •  PHYSICAL SIGNAGE INSTALLATION: Mandates the City Engineer’s Office and the City Events, Protocol and Public Information Office (CEPPIO) to manufacture and place highly visible street name signs across all three updated avenues.
