This ordinance establishes operational and accountability guidelines for all public-school Parent-Teachers’ Associations (SPTAs) in Naga City to align them with DepEd’s “No Collection Policy.” Recognizing that SPTAs regularly shoulder costs for minor school repairs and activities, the measure balances school needs with parent protection by providing a structured framework for voluntary contributions. It protects families from financial coercion, establishes an auxiliary city subsidy to cover traditional school gaps, implements mandatory spot audits, and creates a formal grievance process to penalize unauthorized collection practices

Highlights of Proposed Ordinance

  • OPERATIONAL SAFEGUARDS FOR SCHOOL STAFF:To prevent administrative conflicts of interest, teachers and school officials are strictly prohibited from collecting, handling, or safekeeping SPTA funds. All authorized collections must happen through the SPTA Treasurer, require official receipts, and be capped at reasonable amounts approved by both the General Assembly and the School Head.

 

  • CITY-BACKED AUXILIARY SUBSIDY FUND: An annual fund will be set up within the Special Education Fund (SEF) and managed by the City School Board. This subsidy is designed to step in and pay for essential operating costs traditionally covered by PTA dues—such as security guard wages, utility gaps, or minor repairs. Schools must prove 100% compliance with the “No Collection Policy” and maintain updated financials to qualify.

 

  • MANDATORY AUDITS & TRANSPARENCY: SPTAs are required to issue official receipts for all collections, post monthly financial reports on the school bulletin board, and submit quarterly financial statements to the City School Board. The City Treasurer’s Office, alongside the DepEd Naga Schools Division, is legally authorized to conduct unannounced annual spot audits of SPTA financial records.

 

  • GRADUATED PENALTIES & GRIEVANCE DECK: A dedicated SPTA Monitoring Committee will be created under the City School Board to investigate parent complaints. Violating officers face a written warning for the first offense, a one-year collection ban for the second, and a ₱5,000 fine alongside a permanent disqualification from office for the third offense—without prejudice to potential Anti-Graft and Corrupt Practices charges.
