This ordinance bans all individuals, businesses, loan operators, and government workers from pawning, using, or accepting 4Ps cash cards as loan collateral in Naga City. Designed to protect poor families from predatory debt traps, the law aligns local enforcement with national poverty-reduction goals through strict city oversight. By connecting local leadership with community field workers, the system sets clear rules, multi-agency monitoring, a formal case-verification process, and progressive legal penalties.

  • PROHIBITION OF CASH CARD PAWNING AS COLLATERAL. Establishes a strict local ban outlawing the use, pawning, or acceptance of 4Ps cash cards for loans, gambling, or bartered goods to protect poor families from predatory lenders.

 

  • COMMUNITY-GOVERNMENT PARTNERSHIP IN THE REGISTRATION SYSTEM. Creates a cooperative reporting network where local City Links and Grievance Coordinators securely flag and investigate card misuse while protecting beneficiary data.

 

  • GENERAL FLOW OF THE CEREMONIAL ROUTINE. Sets up a clear, step-by-step reporting process involving field verification, case logging, Local Advisory Council validation, and law enforcement support from the PNP and DILG.

 

  • MONITORING OF PROGRESS. Requires continuous tracking of violations, managing collected penalty fees through a dedicated local Trust Fund, and performing annual financial and compliance audits.

 

  • REVISED PROGRAM STANDARDS AND IMPLEMENTATION. Secures immediate legal effectivity for local protections with clear, escalating penalties ranging from card blocking and account suspension to permanent program delisting and imprisonment.

 

  • ROLES AND RESPONSIBILITIES. Defines specific operational roles for a multi-agency coalition including the City Mayor, CSWDO, DILG, PNP, Department of Education, and the Liga ng mga Barangay.
