This proposed Code consolidates and strengthens Naga City’s policies on drinking water quality, regulation, and monitoring. It establishes a rigorous oversight framework for all water service providers—including the local water district, refilling stations, and bulk water suppliers—to ensure compliance with national sanitation standards. By creating a Drinking Water Quality Registry and institutionalizing a Local Drinking Water Quality Monitoring Committee, the ordinance aims to protect public health through systematic water sampling, mandatory sanitation permits, and transparent reporting of water safety data.

Highlights of the Proposed Ordinance

  • Comprehensive Oversight: Covers all water sources, including the Naga City Water District (MNWD), commercial refilling stations, ice plants, and water haulers.

  • Mandatory Sanitation Permits: Requires every water service provider to obtain a city-issued Sanitation Permit and a Certificate of Potability, renewable annually based on compliance with water quality tests.

  • Strict Sampling Protocols: Mandates monthly bacteriological examinations and bi-annual physical/chemical testing conducted by Department of Health (DOH) accredited laboratories.

  • Water Quality Registry: Establishes a public database maintained by the City Health Office that tracks the compliance status and violation records of all licensed water operators.

  • Emergency Interventions: Grants the City Health Officer authority to issue immediate “Cease and Desist” orders or “Boil Water” advisories if a water source is found to be contaminated.

  • Standardized Handling: Sets specific rules for the transport and storage of water, including the use of food-grade containers and the prohibition of cross-contamination during delivery.

  • Phased Compliance: Provides existing water refilling stations a grace period of 6 to 12 months to align their operations with the new Code’s standards.

  • Local Monitoring Committee: Institutionalizes a multi-sectoral committee to oversee the implementation of the Naga City Drinking Water Quality Monitoring Program.
