The ordinance repeals Ordinance No. 2024-121 and establishes a fixed, clear, and standardized affiliation fee of Two Hundred Pesos (Php 200.00) per semester per student for Higher Education Institutions (HEIs) utilizing the Naga City General Hospital (NCGH) as a clinical training venue for Related Learning Experiences (RLE), On-The-Job Training (OJT), or internships. It aligns local policy with joint DOH-CHED administrative guidelines, directly bills partner institutions to protect students from unauthorized direct fees, regulates clinical rotation standards, and creates a segregated Special Account in the General Fund (SAGF-NCGH Affiliation Fund) to upgrade hospital training facilities and medical staff capacities.
ORDINANCE HIGHLIGHTS :

- MAYORAL AUTHORITY: Grants the City Mayor continuing authority to negotiate and enter into MOAs or COAs with HEIs in accordance with the parameters set by the ordinance and national DOH-CHED guidelines.
