An Ordinance Institutionalizing the “Emergency Teacher Substitute Program” in the City of Naga, Providing for the Automatic Hiring of Locally-Funded Teachers During Unforeseen Vacancies or Magna Carta Leave Availments, and Appropriating Funds Therefor

Key Highlights

  • Automatic Hiring Trigger: The Local School Board (LSB) is authorized to approve a locally-funded substitute within 48 hours of a reported vacancy.
  • Eligible Vacancies: The program covers absences exceeding five working days due to medical emergencies, accidents, approved study leave, maternity/paternity leave, or other leaves authorized under the Magna Carta for Public School Teachers (RA 4670).
  • Selection Process: Substitutes are primarily drawn from the DepEd Naga Registry of Qualified Applicants (RQA). If no one is available from the RQA, the city may hire licensed teachers residing in Naga who meet DepEd standards.
  • Compensation: Substitute teachers will receive a monthly honorarium equivalent to Salary Grade 11 (Teacher I) plus a potential local hardship allowance.
  • Funding Source: Initial funding will come from the city’s Special Education Fund (SEF), with a standing “Emergency Teacher Fund” to be established as a mandatory budget item thereafter.
  • Core Policy: The ordinance protects the student’s right to continuous, quality education by preventing classroom learning suspensions during teacher absences.
