This ordinance creates a permanent citywide program called “Aral-Maneho” to give qualified Naga City residents free access to the mandatory Theoretical Driving Course (TDC) required by the Land Transportation Office (LTO). Managed by the Public Safety Office in partnership with the SK Federation, the program aims to reduce financial barriers to driver education, promote safer roads, and help residents qualify for jobs that require a driver’s license. The city will fund official LTO-accredited course providers to conduct these training batches, ensuring uniform, nonpartisan selection criteria across all barangays.

  • FREE ACCESS TO DRIVER EDUCATION: Provides qualified residents with full access to the mandatory LTO Theoretical Driving Course completely free of charge to help them begin the lawful licensing process.

 

  • TARGETED PRIORITY FOR SLOTS: Gives first preference to low-income residents, registered jobseekers, students, out-of-school youth, and individuals facing accessibility barriers when applications exceed available slots.

 

  • MANDATORY LOCAL SAFETY BRIEFING: Requires all participants to complete a supplemental orientation covering Naga City’s specific traffic laws, pedestrian safety, and public transport discipline.

 

  • ANCILLARY FINANCIAL ASSISTANCE: Includes potential support for course learning materials, internet connectivity for online batches, and subsidies for required medical exams at accredited clinics based on funding availability.
  • STRICT PROGRAM INTEGRITY: Enforces nonpartisan implementation by strictly banning political endorsements, slot-fixing, unauthorized fees, or the use of the program for electoral promotion.

 

  • INTER-OFFICE COORDINATION: Designates the Public Safety Office as the lead executor, with the SK Federation handling youth outreach and the Metro Naga PESO linking graduates to further driving scholarships.
