The Naga City Food Handlers’ Class and Online Registration Ordinance (authored by City Youth Councilor Ira Denise L. Calleja) institutionalizes the existing Food Handlers’ Class as a permanent, continuing public health requirement for securing or renewing a Health Certificate in Naga City.
While the seminar has long been a successful preventive health measure, the traditional registration process required applicants to appear in person at the City Health Office (CHO) just to reserve a schedule. To eliminate unnecessary travel and long wait times while modernizing public service delivery, this ordinance mandates the creation of an Online Registration System alongside the traditional walk-in option. The initiative aligns with national mandates, including the Food Safety Act of 2013, the Ease of Doing Business Act, and the Data Privacy Act.
Highlights of the Proposed Ordinance
- Mandatory Requirement & Scope: All food handlers must complete the Food Handlers’ Class to obtain or renew their Health Certificate.
- Hybrid Registration System: Applicants can register online through a new digital platform maintained by the Information and Technology Office (ITO) or opt for traditional walk-in registration at the City Health Office. Walk-in access remains fully available to ensure inclusivity for those without digital access.
- Flexible Learning Modalities: Classes may be conducted via face-to-face, online, or hybrid learning options.
- Validity: Successful participants receive a Certificate of Completion valid for three (3) years.
- Worker Protection Clause: All administrative fines, medical exam fees, or registration costs stemming from ordinance violations must be paid entirely by the establishment owner/operator. Deductions from employee salaries or wages are strictly prohibited.
By institutionalizing the Food Handlers’ Class and introducing a digital registration pathway, the City Government of Naga strikes a practical balance between public health protection and modern governance. The ordinance enhances efficiency for local food workers and business owners without leaving behind those with limited internet access, reinforcing Naga City’s commitment to safe, inclusive, and citizen-centered public service.
