This ordinance establishes the Naga City Super Health Center in Barangay Concepcion Pequeña to provide globally competitive, high-quality, and comprehensive medical services to Nagueños. Operating under the direct supervision of the City Health Office, the facility aims to set a benchmark for public medical care while bridging health access gaps. By integrating specialized medical services, diagnostic technologies, and institutionalizing a dedicated manpower plantilla, the city guarantees a structured, well-funded, and sustainable primary health facility to uplift community wellness.

Highlights of Proposed Ordinance

  • COMPREHENSIVE MEDICAL SERVICES: The facility will offer primary consultation, dental care, diagnostic imaging (X-ray/ultrasound), laboratory tests, ambulatory minor surgeries, specialized care (ENT, oncology, physical therapy), a pharmacy, and full PhilHealth benefit packages.
  • MANPOWER PLANTILLA CREATION: A structured staffing complement is legally created, led by a Unit Head (Medical Doctor IV, SG 23), and supported by specialized medical officers, nurses, midwives, technologists, and administrative personnel.
  • SUSTAINABLE FUNDING & MANDATORY REPORTING: Initial operations will be funded by the city’s General Fund, moving toward integration into the regular city budget. The City Health Officer must submit an annual progress, income, and expenditure report to the City Mayor every July 15th.
