This ordinance authorizes the construction and operationalization of the Naga City Primary Care Facility I by retrofitting the old Naga General Hospital building located along Peñafrancia Avenue. Functioning as the main service delivery facility of the City Health Office, it aims to deliver accessible, comprehensive, and globally competitive health services to all Nagueños. By establishing permanent staffing structures, creating specialized service delivery arms, and setting institutional funding channels, the ordinance ensures long-term operational sustainability for the city’s primary health sector.

Highlights of Proposed Ordinance

  • EXPANDED AND SPECIALIZED SERVICES: In addition to general primary care, dental, diagnostics (X-ray/ultrasound), minor surgery, and maternal care, this facility specifically features a TB DOTS site, a Social Hygiene Clinic, and a dedicated Mental Health facility for psychiatric and psychological management.
  • COMPREHENSIVE STAFFING COMPLEMENT: Establishes an extensive plantilla roster under the City Health Officer, including a Unit Head (MD IV, SG 23), medical officers, nursing leadership, midwives, physical therapists, and a pool of case-based/retention-fee specialists including a dedicated Psychiatrist.
  • FINANCIAL ALLOCATION & OVERSIGHT: Operations will initially draw from the city’s General Fund before integrating into the regular city budget, Local Health Investment Plan, and eventual Special Health Fund. A mandatory operational, income, and expenditure report must be submitted to the City Mayor every July 15th.
