Date Received: September 14, 2026
ORDINANCE SUMMARY :
This ordinance amends Naga City’s existing local cockpit regulations (Ordinance No. 92-069, as amended) to harmonize them with Presidential Decree No. 449 (The Cockfighting Law of 1974) and relevant Supreme Court jurisprudence. It restricts regular cockfighting operations strictly to Sundays and legal holidays, limits the maximum number of authorized cockpits to two, revokes non-conforming permits, and repeals previous local measures that allowed expanded weekday or frequent derby schedules.
ORDINANCE HIGHLIGHTS :
-
MAXIMUM NUMBER OF COCKPITS: Strictly limits the establishment and operation of cockpits in Naga City to not more than two (2), aligning with Section 5(b) of PD No. 449 given the city’s population.
-
ALLOWABLE DAYS: Restricts regular weekly cockfights exclusively to Sundays, explicitly disallowing regular operations on weekdays, Fridays, and Saturdays.
-
ABSOLUTE PROHIBITIONS: Prohibits cockfighting on specific national dates (December 30, June 12, November 30), Holy Thursday, Good Friday, as well as election/referendum days and registration days.
-
LOCAL FIESTAS & FAIRS: Permits cockfights during the Peñafrancia Festival (not exceeding 3 days) and official city fairs or expositions (not exceeding 3 days, restricted from the month of September) upon Sangguniang Panlungsod resolution.
-
REVOCATION OF CONFLICTING PERMITS: Revokes and withdraws all previous special permits, executive clearances, franchise stipulations, or operational schedules that authorized cockfights outside the statutory limits, and repeals conflicting ordinances (such as Ordinance Nos. 94-030 and 2022-025).
