Title of Proposed Legislation/Author/Sponsor:
AN ORDINANCE ESTABLISHING AN OPTIONAL DOCUMENT COURIER AND DELIVERY SYSTEM FOR CITY GOVERNMENT-ISSUED CERTIFICATES, PERMITS, AND CLEARANCES, PROVIDING A FRAMEWORK FOR THE COMPUTATION AND PUBLIC DISCLOSURE OF COURIER FEES BASED ON PUBLIC PROCUREMENT, AND FOR OTHER PURPOSES

Author: Hon. Francisco M. Mendoza

Date Filed: August 3, 2026

The “City Document Delivery and Courier Services Framework Ordinance” establishes an optional delivery service for official documents, certificates, permits, and clearances issued by the City Government of Naga. It provides a transparent framework for procuring professional courier services through public bidding and passing the exact contract rates on to clients who choose the convenience of home or office delivery rather than physical pick-up.

Highlights of the Ordinance

OPTIONAL COURIER AND DELIVERY SERVICE : Provides an entirely optional delivery system for clients requesting official documents, preserving their right to pick up documents in person.

  • WIDE COVERAGE OF CITY DOCUMENTS : Covers various requested documents including Civil Registry certificates, Business/Mayor’s permits, Treasury and Assessor records, and Planning and Engineering clearances.
  • PROCUREMENT-BASED FEE COMPUTATION : Mandates that courier fees be determined through competitive bidding or authorized procurement processes rather than being prescribed in the Local Revenue Code.
  • PASS-THROUGH FEE COLLECTION : Allows the City Government to collect fees strictly on a pass-through basis or facilitate direct client payment to the contracted courier service provider.
  • PUBLIC TRANSPARENCY AND PUBLICATION : Requires prominent display and publication of official courier rates and service coverage areas across all transaction windows, bulletin boards, websites, and online portals.
  • EXPLICIT CLIENT CONSENT : Ensures requesting clients are clearly informed of applicable fees and delivery timeframes beforehand, prohibiting any courier fee imposition without explicit consent.
