This ordinance reclassifies the provision of off-street parking as an “essential basic service” in Naga City. To solve worsening traffic congestion, it mandates the city to identify underutilized lots for parking and creates a framework to attract private investors. By offering tax discounts and faster permitting, the city aims to encourage the conversion of vacant lots into regulated, technology-driven, and secure parking facilities.

Highlights of the Proposed Ordinance

  • Parking as a Basic Service: Formally classifies the establishment of off-street parking as a government responsibility under the General Welfare Clause.

  • Public-Private Partnerships (PPP): Actively promotes collaboration between the city and private entities to build modern, multi-level, or “smart” parking structures.

  • Real Property Tax (RPT) Incentives: Offers a 20% discount on annual RPT for property owners who convert vacant lots into public-use paid parking facilities.

  • “Green Lane” Permitting: Establishes an expedited “fast-track” process for building permits and business licenses for dedicated parking structures.

  • Fair Ceiling Rates: While private operators can set competitive fees, the City Council maintains the right to set maximum price caps to protect the public.

  • Safety & Accessibility Standards: Requires all facilities to have 24/7 CCTV, adequate lighting, and dedicated slots for PWDs and senior citizens.

  • Strict Penalties: Violators of safety or fee standards face graduated fines, starting at ₱2,500.00 and leading up to the revocation of their business permit for a third offense.
