Title of Proposed Legislation:
AN ORDINANCE ESTABLISHING THE NAGA CITY CENTER FOR SAFETY AND RESILIENCE, DEFINING ITS FUNCTIONS AND OPERATIONS, INTEGRATING THE SECRETARIATS OF THE CITY PEACE AND ORDER COUNCIL, THE CITY DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL, AND THE NAGA CITY RESILIENCE COUNCIL THEREIN, AND PROVIDING FUNDS THEREFOR

This Ordinance establishes the Naga City Center for Safety and Resilience (CESAR), a permanent office designed to serve as the city’s central hub for security, public safety, disaster management, and climate resilience. The measure aims to institutionalize a “nerve center” that operates 24/7 to ensure the city is safe, peaceful, and capable of withstanding shocks and crises.

Key Integrations

To ensure synergy and avoid duplication, the Center integrates the secretariats and operations of three critical bodies

  • City Peace and Order Council (CPOC): Focused on security and public safety.
  • City Disaster Risk Reduction and Management Council (CDRRMC): Focused on emergency preparedness and response.
  • Naga City Resilience Council (NCRC): Focused on climate action and long-term risk-informed development.

Operational Structure & Functions

  • Mother Unit: The Center will be administratively lodged under the Naga City Public Safety Office (PSO), which will provide the logistical backbone.
  • Leadership: It will be headed by a Center Director, concurrently designated from existing department heads, preferably the PSO Head.
  • Core Mandates:
    • 24/7 Monitoring: Operating hotlines, emergency communications, and situational monitoring.
    • Data Analytics: Managing an Integrated Risk and Resilience Information System (GIS-based) for crime and hazard tracking.
    • Incident Command: Supporting the Incident Management Team (IMT) and Emergency Operations Center (EOC) during crises

Funding

Initial funding will be sourced from the current available appropriations of the relevant offices and earmarked funds for DRRM and peace and order. Future operational costs will be included in the annual City Government budget
