AN ORDINANCE ESTABLISHING THE NAGA CITY HUMAN MILK HUB (NCHMH), PROVIDING FOR ITS ORGANIZATION, OPERATION AND MANAGEMENT AND APPROPRIATING FUNDS THEREFOR

Naga City Human Milk Hub Ordinance

Proposed by Hon. Gilda Gayle R. Abonal-Gomez .

Key Highlights:

Goal: To support breastfeeding and provide a safe milk supply for preterm, low birth weight, and medically fragile infants.

  • Donor Standards: Donors must be healthy, lactating mothers with excess milk who pass mandatory screenings for diseases like HIV and Hepatitis.
  • Safety Protocols: All donated milk undergoes Holder Pasteurization (For 30 minutes) and strict cold chain management.
  • Ethical Rules: Milk donation is strictly voluntary and non-commercial; selling or purchasing donated milk is prohibited.
  • Administration: Managed by the City Population and Nutrition Office (CPNO), with the Naga City General Hospital and other local health centers serving as partner facilities.
  • Prioritization: Milk is dispensed via medical prescription, prioritizing the city’s most vulnerable newborns.
