This proposed ordinance establishes a comprehensive healthy beverage policy within Naga City Government facilities, programs, and city-supported activities. The measure aims to normalize healthy habits by making potable drinking water the default beverage and discouraging the official procurement and distribution of sugar-sweetened beverages (SSBs) and energy drinks. It sets clear standards for beverage service in public meetings and community engagements, ensures the availability of free drinking water in government spaces, and regulates sponsorships from the unhealthy beverage industry to protect and promote public health.

  • Sponsorship Regulations: Sets strict standards for corporate sponsorships, requiring that any beverage industry support does not undermine public health messaging.

  • Covered Settings: Applies to all city government offices, programs, city-supported activities, and specific barangay-level engagements.

  • Public Leadership by Example: Frames the policy as a shift in government standards to stop the routine normalization of unhealthy drinking habits in publicly funded spaces.

  • Reporting and Monitoring: Requires the City Health Office to submit an annual implementation note to the City Mayor and the Sangguniang Panlungsod to track progress and recommendations.

  • Appropriations for Implementation: Authorizes the use of available office appropriations for initial implementation, with future costs to be integrated into the city’s annual budget.
