Summary/Highlights
The proposed ordinance adopts and localizes the Constructors Performance Evaluation System (CPES)—a national evaluation framework for grading contractor performance—and expands it into CPES+, which includes monitoring during the Defects Liability and Warranty Periods. It strengthens quality assurance for all city-funded infrastructure projects.
