This ordinance changes how the city gives out money by stopping fixed budget rules in old local laws and switching to a flexible planning system. Instead of lock-locking money into set percentages each year, the city will decide fund allocations based on actual project goals and real community needs. While it shifts local rules to simple suggestions, it leaves nationally protected funds untouched, ensuring programs for seniors, children, and poor sectors stay safely funded through standard budget reviews.

- STOPPING AUTOMATIC BUDGET SILOS. Ends the old habit of giving fixed percentages of the city budget to specific groups without a clear plan, which previously locked up local funds and created messy budget silos.
- SWITCHING SET BUDGETS TO SUGGESTIONS. Changes past local budget rules from mandatory laws into flexible suggestions, forcing city offices to pitch their needs during the regular yearly planning cycle instead.
- KEEPING PROTECTED NATIONAL FUNDS SAFE. Guarantees that funds forced by national laws—like disaster response, gender development (5%), and child welfare (1%)—stay fully active and funded.
- FUNDING DISADVANTAGED COMMUNITIES. Maintains ongoing financial aid for vital welfare programs, including monthly cash support (₱1,000.00) for poor solo parents, senior care, and drug rehab efforts.
- PROTECTING CIVIL SOCIETY INDEPENDENCE. Keeps a fixed budget slice (1.25% of the Local Development Fund) strictly locked in for the Naga City People’s Council so they never have to beg officials for cash or lose their independent voice.
- MATCHING MONEY TO REAL WORK goals. Requires all city offices to link their budget requests directly to the city’s approved investment projects, ensuring limited public money goes where it helps the most.
