This ordinance brings together all youth programs in Naga City under one coordinated plan to better teach character and citizenship. It protects existing leadership, anti-drug, and school activities while adding new updates to fit today’s youth needs. By combining the efforts of city hall, local neighborhoods, schools, and families, the program creates a stronger network to guide youth behavior and prevent issues like bullying and aggression

- COMBINING YOUTH TEAMS FOR BETTER RESULTS: Brings together separate programs run by different offices, churches, and neighborhood youth councils (SK) into one big, organized citywide team so they no longer overlap or clash.
- MAKING A TRASH-TO-TREASURE MAP OF PROGRAMS: Orders the city social welfare office to list and review all current youth activities—like summer camps, moral guidance, and leadership talks—to see what works well and where help is missing.
- TEACHING MODERN SKILLS FOR ONLINE LIFE: Adds helpful new topics to youth training, such as using social media responsibly, practicing digital citizenship, and using non-violent communication to solve arguments peacefully.
- BRINGING VALUES EDUCATION BACK TO THE HOME: Creates parenting support and family-based activities, recognizing that good manners, respect, and discipline start at home before being reinforced by schools and communities.
- SETTING UP CLEAR MONITORING CHANNELS: Requires a tracking system to watch youth behavior, check on family involvement, and regularly update city officials on how well the values program is working.
- SECURED FUNDING FOR FUTURE PROJECTS: Uses existing office budgets to start the program right away, while making sure the city sets aside dedicated money every single year to keep youth programs running smoothly.
