AN ORDINANCE DEPUTIZING THE BARANGAY TREASURERS OF THE CITY OF NAGA AS COLLECTORS OF PLAZADA FEES FROM VENDORS OPERATING WITHOUT A MAYOR’S PERMIT, PROVIDING FOR A REVENUE SHARING MECHANISM, AND FOR OTHER PURPOSES

📌 Key Points:

  • Purpose: Regulates informal vending in public spaces by deputizing barangay treasurers to collect a ₱50 daily Plazada Fee from vendors without a Mayor’s Permit.
  • Scope: Applies to vendors operating in public places (streets, sidewalks, plazas, etc.) without a valid Mayor’s Permit. Vendors with Special Permits under Ordinance No. 2001-055 are excluded.
  • Barangay Treasurer Role:
    • Deputized in writing by the City Treasurer
    • Must be bonded
    • Responsible for issuing official Cash Tickets, safekeeping collections, and remitting the city’s share
  • Revenue Sharing:
    • 50% of collections go to the barangay
    • 50% remitted to the City Government
    • Barangay share is automatically retained and treated as local income
  • Accountability Measures:
    • Weekly reporting to City Treasurer, City Accountant, and Punong Barangay
    • Strict rules on ticket issuance, remittance, and recordkeeping
    • Penalties for vendors who refuse to pay and for treasurers who commit fraud or misreporting
  • Legal Basis:
    • Anchored on the Local Treasury Operations Manual (LTOM) and Republic Act No. 7160 (Local Government Code)
