🔑 Key Provisions:

  • Absolute Ban on Spot Reclassification:
    • Prohibits piecemeal rezoning of individual lots that disrupt the integrity of the Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO).
  • Strict Permit Compliance:
    • No locational clearance, building permit, or business permit shall be issued for developments based on prohibited spot reclassification.
  • Exclusive Zoning Amendment Process:
    • All zoning changes must follow a comprehensive, multi-agency legislative process including CPDO studies, stakeholder consultations, and a ¾ SP vote.
  • Penalties:
    • ₱3,000–₱5,000 fine or up to 1 year imprisonment for violators.
    • Administrative and criminal liability for public officials who enable illegal reclassifications.
  • Transitory Clause:
  • Valid past reclassifications are respected, but future expansions must comply with current zoning laws.
