  • Program Objective:
    • Institutionalizes direct rice procurement from Nagueño farmers at a price that includes full production cost plus 10% profit.
    • Anchored on Sagip Saka Act and GPRA’s Negotiated Procurement–Community Participation (NP-CP) mode.
  • Pricing Mechanism:
    • Palay price = Production Cost × 1.10 × Adjustment Factor (based on moisture and quality).
    • Milled rice = Prevailing Market Price certified by LPCC.
  • Procurement Flow:
    • End-user departments submit rice needs to CAgO → CAgO consolidates into Rice Procurement Plan → BAC negotiates directly with farmers → Contract awarded and posted.
  • Farmer Support:
    • CAgO provides farm inputs, post-harvest facilities, insurance facilitation, and transport assistance.
    • Payment processed within 7 working days of delivery.
  • LPCC Role:
    • Determines production cost and market price benchmarks.
    • Certifies pricing for procurement.
  • Safeguards and Penalties:
    • Administrative sanctions for obstruction or non-compliance.
    • Internal audit protocols for inventory and payment control.
