AN ORDINANCE AMENDING SECTION 11 OF ORDINANCE NO. 2016-054, KNOWN AS THE REVISED CONSOLIDATED SENIOR CITIZENS ORDINANCES

Summary: This ordinance amends Section 11 of Ordinance No. 2016-054, known as the Revised Consolidated Senior Citizens Ordinances. It prescribes two new types of Senior Citizen Identification Cards (IDs) with specific design and information requirements, effective July 1, 2016. The ordinance invalidates old plain white senior citizen IDs in Naga City starting January 1, 2017, and offers free replacement for these cards.

AN ORDINANCE AMENDING SECTION 11 OF ORDINANCE NO. 2016-054, KNOWN AS THE REVISED CONSOLIDATED SENIOR CITIZENS ORDINANCES

Be it ordained by the Sangguniang Panlungsod of Naga, that:

SECTION 1. All of Section 11 of Ordinance 2016-054 is hereby amended to now read as follows:

SECTION 11. Prescription of New Senior Citizens Identification Card. Two new senior citizens identification cards (ID) are hereby prescribed effective 1 July 2016.

a. The first new ID shall conform to these specifications: 

2) It shall be of special paper material measuring about eight by five centimeters, plastic laminated. 

3) Its four corners shall be angular. 

4) The front shall be bordered with blue and yellow. 

4) The front shall be landscape-oriented and bear: (1) the heading: “Republic of the Philippines / City Government of Naga / Office for Senior Citizens Affairs; (2) the senior citizen’s photograph; (3) his/her full name-first, middle initial, family; (4) his/her ID number and bar code; (5) his/her signature (when possible); (6) the official seal of the City of Naga. 

5) The back shall be landscape-oriented and shall bear: (a) the senior citizen’s Naga City address, date of birth, gender; (b) names of 2 persons to notify in case of emergency, together with their addresses and contact numbers; (d) Name and signature of the City Mayor and of the OSCA Head. 

6) The front shall indicate the non-transferability of the ID as well as its validity for use nationwide. The back shall warn on penalties for violation of RAs 9257 and 9994.

b. The second new ID shall conform to these specifications:

1) It shall be of polyvinyl chloride material (PVC) measuring about eight by five centimeters.

2) Its four corners shall be rounded.

3) The front shall be colored with predominant blue and yellow background

4) The front shall be portrait-oriented and bear: (1) the heading: “Republic of the Philippines / City Government of Naga / Office for Senior Citizens Affairs; (2) the senior citizen’s photograph; (3) his/her full name-first, middle initial, family; (4) his/her ID number and bar code; (5) his/her signature (when possible); (6) the official seal of the City of Naga.

5) The back shall be landscape-oriented and shall bear: (a) the senior citizen’s Naga City address, date of birth, gender; (b) names of 2 persons to notify in case of emergency, together with their addresses and contact numbers; (d) Name and signature of the City Mayor and of the OSCA Head.

6) The front shall indicate the non-transferability of the ID as well as its validity for use nationwide. The back shall warn on penalties for violation of RAs 9257 and 9994.

c. Invalidation of Old Identification Cards. All Naga City old, plain white senior citizens ID cards issued before 1 July 2016 shall be deemed invalid in Naga City beginning 1 January 2017.

d. Free Replacement of Old ID Cards. All Naga City senior citizen old, plain white ID cards shall be replaced free of charge with the appropriate ID that the senior citizen qualified for.

e. Requirements for New Entrants. All senior citizens applying for registration for the first time and for issuance of the new senior citizen’s ID free of charge shall submit the following:

  1. Duly accomplished application form
  2. Birth certificate, or any public document indicating the applicant’s Filipino and senior citizenship
  3. Barangay Certificate of Residency for at least six months or two (2) proofs of billing or receipts of Naga City real estate tax payment prior to the application for registration
  4. Photocopy of Naga City Voter’s ID or COMELEC Certificate of Registration or COMELEC Certification of Cancellation of Registration

f.The special paper ID shall be issued to senior citizens without item e4 above.

g. Requirements for Replacement of Old ID Cards. All senior citizens applying for replacement of their old, plain white IDs with the new ones shall surrender their old IDs and submit the same items listed in Sub-section e. The same requirements shall be required of all senior citizens who have transferred residence from elsewhere to Naga City.

h. Requirements for Replacement of Lost ID Cards. All senior citizens applying for replacement of their lost old or new IDs with the new ones shall submit the same items listed in Sub-section e together with an affidavit of loss. One hundred pesos (P100.00) shall be charged for the replacement.

i. Personal Verification. For all senior citizens either applying for first time registration or for replacement of old or lost IDs shall do so personally at the OSCA center or at designated times and places in their respective barangays so that their photographs may be taken. CSWDO Barangay Workers shall assist the registration and/or replacement of IDs and take the photographs of senior citizens who for reason of infirmity can no longer go to the OSCA or at the designated time and place in their barangays.

j. Benefits Exclusive to Naga City OSCA PVC ID Bearers. Even as presentation of any proof of senior citizenship entitles the bearer to the benefits and privileges enumerated in RA 9994 and issuances of various government agencies, effective 1 January 2017 only Naga City new OSCA PVC ID bearers shall be entitled to free movies at SM City and such other designated cinemas, as well as the additional one thousand pesos (P1,000.00) burial benefits, and such other benefits that Naga City may later grant over and beyond those provided in RA 9994.

k. Wait Time. The new IDs shall be available upon registration at the OSCA or at most fifteen working days from the time the application for first time registration or for replacement is filed at the OSCA or at designated centers in the barangay.”

SECTION 2. Effectivity. The amendments herein contained shall become effective immediately upon approval.
