AN ORDINANCE REVISING ORDINANCE NO. 2014-085, KNOWN AS THE CONSOLIDATED SENIOR CITIZENS ORDINANCES

Ordinance No. 2016‑054 is the “Revised Consolidated Senior Citizens Ordinances of Naga City.” It integrates all prior local measures on senior citizens into one comprehensive code, aligning with Republic Act 9994 (Expanded Senior Citizens Act of 2010). It establishes benefits, privileges, organizational structures, and mechanisms for monitoring and implementation.

1. Title and Purpose
  • Known as the Revised Consolidated Senior Citizens Ordinances.
  • Adopts national policies under RA 9994 and earlier laws (RA 7432, RA 9257).
  • Aims to maximize senior citizens’ contributions, provide benefits, and ensure community support.
2. Benefits and Privileges
  • Priority seating and service in public transport, restaurants, drugstores, and markets.
  • Free movie once a week at designated theaters.
  • Death benefit assistance of ₱1,000 per affiliated senior citizen family.
  • Discounts on medicines, medical supplies, and prime commodities.
  • Additional privileges exclusive to Naga City OSCA ID holders (e.g., burial benefits, free cinema access).
3. Organizational Structures
  • Office of Senior Citizens Affairs (OSCA):
    • Headed by a senior citizen appointed by the Mayor.
    • Issues IDs and purchase booklets, maintains master lists, monitors compliance.
  • Senior Citizens Coordinating and Monitoring Board (SCCMB):
    • Oversees implementation of RA 9994 and local ordinances.
    • Includes CSWDO, OSCA, Naga Senior Citizens Federation, NCPC, and SP Committee on Senior Citizens.
  • Barangay Associations of Senior Citizens Affairs (BASCA):
    • One per barangay, federated under the Naga City Senior Citizens Federation (NCSCF).
    • Submit annual plans and requests for budgetary assistance.
4. Programs and Recognition
  • Senior Citizens Planning Assembly: Every new city administration must conduct a 3‑year planning workshop.
  • Senior Citizens Month (October): Includes the City Senior Citizen Officials Program, where seniors act as counterparts to city officials for one month.
  • Best Performing BASCA Award: Annual recognition with cash prizes (₱100,000, ₱75,000, ₱50,000) for top barangay associations.
  • OSCA Trust Fund: Provides financial/material aid for health care, rehabilitation, and support for indigent seniors.
5. Identification Cards
  • Prescribes new OSCA IDs (PVC and paper laminated versions) effective July 2016.
  • Old white IDs invalidated by January 2017.
  • Replacement fees: ₱25 for purchase booklet, ₱100 for lost ID.
6. Indigent and Abandoned Senior Citizens
  • City government to extend preferential care, including rice distribution (10 kilos/month) and grocery packages during major events.
  • Plans for a community facility for indigent/abandoned seniors.
7. Penalties
  • Violations include misuse of purchase booklets, anomalous prescriptions, refusal to grant full discounts, limiting discounts to cash purchases or specific days/hours.
  • Establishments found violating provisions are subject to sanctions.

⚖️ Significance

  • Consolidates decades of senior citizen legislation in Naga City (from 1992 onwards).
  • Provides local enhancements beyond national law, such as free weekly movies, burial assistance, and recognition programs.
  • Serves as the foundation ordinance later amended by Ordinance No. 2019‑088 (near‑centenarian and centenarian benefits).
