The experience of Naga City demonstrates that size and geography do not dictate the success of local governance. As a medium-sized, landlocked city far from major metropolitan centers, Naga faced the double-edged sword of rapid economic growth. Inward-looking development attracted a massive wave of urban migration from neighboring towns, straining the city’s limited infrastructure and resources while leaving adjacent municipalities deprived of key investments and human capital.
Recognizing the unsustainable nature of these disparities, the city government re-evaluated its strategy to search for long-term, collaborative alternatives.
Unified Economic Growth: Coordinates trade, investment, and tourism strategies to boost the local economy across member local government units (LGUs).
Infrastructure & Urban Planning: Jointly plans and implements inter-municipal infrastructure, transportation networks, and environmental management programs.
Shared Public Services: Enhances public safety, disaster risk reduction and management (DRRM), and resource management by pooling capabilities and assets.
Good Governance & Resource Mobilization: Leverages collective bargaining power to secure national funding, official development assistance (ODA), and private sector partnerships.
By fostering strong partnerships among municipal leadership, civil society, and the private sector, the MNDC remains a national model for effective local governance and regional cooperation.
