The Idea2Startup Program is a flagship initiative of the City Government of Naga through its Investment and Tourism Promotions Office. Established under Ordinance No. 2021-057, it serves as a Digital Innovation Hub-supported incubation pipeline designed to transform idea-stage concepts from partner Higher Education Institutions into viable, market-ready digital enterprises. The 2nd Naga City Mayoral Hackathon: GoodGov Program Challenge serves as a transformative platform designed to elevate active citizenship from passive consultation to direct policy co-design. Reinforcing Naga City’s established legacy in participatory, people-centered governance, the challenge invites community members to develop actionable programs, systems, and interventions tailored to address pressing local needs. Selected proposals advance through a rigorous pathway—from technical validation and office assignment to pilot execution, evaluation, and eventual scaling. Ultimately, the program aims to fully design, pilot, and institutionalize five concrete governance initiatives under the city’s iGovernance framework, seamlessly integrating citizen-driven innovations into standard municipal operations. The 2nd Naga City Mayoral Hackathon: GoodGov Policy Challenge provides a collaborative platform that transforms active citizenship into direct input for local lawmaking. Building on Naga City’s legacy as a pioneer in participatory governance, the challenge empowers community members to co-create adoption-ready ordinances and policies designed to address concrete local governance gaps and serve as replicable models for other local government units. Proposals advance through a structured legislative pipeline—undergoing legal refinement, Sangguniang Panlungsod referral, committee deliberation, and public consultation. Ultimately, the program targets the formal enactment and implementation of five citizen-originated ordinances, embedding grassroots policy co-design directly into standard city governance and legislation.
