As the regional testing grounds prepare to welcome another batch of hopefuls seeking a spot in the legal profession, the City Government of Naga is moving past routine hosting duties by establishing an ironclad, multi-agency security and emergency grid for the 2026 Bar Examinations.
While the country’s most rigorous professional licensure exams have become a familiar fixture in Naga, Executive Order No. 037 of Mayor Leni Robredo treats the upcoming September examinations not just as an academic event, but as a high-stakes operational deployment.
To remove jurisdictional bottlenecks between local offices and national uniformed agencies, the city institutionalized a unified command structure.
At the helm of this year’s synchronized response are City Disaster Risk Reduction and Management Office Head Raynor Rodriguez steering the Emergency Operations Center (EOC), alongside BFP Naga’s FCINSP Josephine Jeanette Barandino leading the Incident Management Team (IMT), supported by Public Safety Office Deputy Renne Gumba and the Naga City Police Office. This unified front integrates strategic branches spanning public safety, search and rescue, rapid medical response, and traffic containment into a single, cohesive mechanism explicitly engineered to safeguard testing venues.
Crucially, the city’s proactive mobilization is tightly synchronized with the Supreme Court’s strict directives. Operating under the oversight of Associate Justice Samuel H. Gaerlan, Chairperson of the 2026 Bar Exams, the local framework maintains an active bridge with the Host Coordination Committee and the Office of the Bar Confidant.
Through rigorous emergency preparedness and seamless judicial coordination, Naga City ensures its role as a premier testing center goes beyond hospitality by providing a secure environment where future lawyers can take their exams in peace and order.
