The 2028 Finish Lines: A Strategic Framework

The “2028 Finish Lines”, institutionalized through Executive Order No. 003 series of 2025,  affirms the city government’s role as catalyst of local development and steward of public welfare. It also serves as Naga’s strategic development framework.

The directive seeks to align all plans, programs, and resources of the city government with the 2028 Finish Lines. These measures are aimed at driving inclusive and sustainable progress in the next three years.

EO No. 003, signed by Mayor Leni Robredo on June 30, 2025,  ensures that public funds are allocated in response to the identified needs and priorities of the Nagueño community, anchored on people-centered governance.

The framework was developed through a data-driven, consultative process that engaged Naga City’s 27 barangays, sectoral groups, civil society organizations, the academe, the private sector, and elected officials. It is designed to align with the Philippine Development Plan, the United Nations Sustainable Development Goals, and the long-term national vision, AmBisyon Natin 2040.

The 2028 Finish Lines outline the city’s aspirations across eight outcome areas:

  • Vision 1: Naga as a Thriving & Inclusive Economy
    • Higher Household income for targeted urban poor families and farmers
    • Sustainable growth for urban and upland barangays
    • Naga as a recognized urban tourism hub that blends modern city Convenience with its 400-year-old city charm and enriching rural experiences
    • Enhanced Investment Promotion through Strategic Industry Prioritization and Support
    • Simplified and Faster Business Processes
    • Improved dynamism of the general local economy
  • Vision 2: Cleaner, Greener, Flood-Resilient Naga
    • Reliable and efficient waste collection with sustainable disposal
    • Flood-free and clean waterways
    • Nature-based and engineered water retention systems in upland and urban areas to reduce flood risk
    • Greener, cooler streets and walkways
    • Food security
    • A revitalized and resilient Naga River
  • Vision 3: Walkable, Orderly & Secure Naga
    • Safe, walkable, universally accessible streets
    • Smoother traffic flow and improved public transport services
    • Organized and secure communities
    • Animal-responsible and health-secure streets
  • Vision 4: Healthy & Educated Nagueños with Decent Homes
    • Improved learning outcomes for Naga’s children and youth
    • UHC and strengthened Primary care
    • Data-driven social protection for all residents
    • Safe, decent and affordable housing for Naga’s families
  • Vision 5: Preserving Naga’s History, Language & Heritage
    • Nueva Caceres Heritage District officially declared and preserved
    • Active citizen-led efforts to preserve the Bikol language and Naga’s cultural identity
