4. Requirements for Locational Clearance

Before starting any construction or renovation, developers and property owners must secure a Locational Clearance (Zoning Clearance) to ensure the project aligns with the City’s Comprehensive Land Use Plan.

A. Basic Requirements (For All Applications)

  • Duly Accomplished & Notarized Application Form
  • Proof of Land Ownership
    • Photocopy of Transfer Certificate of Title (TCT) or Original Certificate of Title (OCT).
    • If the applicant is not the owner: Notarized Deed of Sale, Contract of Lease, or Authorization/Special Power of Attorney (SPA) from the registered owner.
  • Current Tax Documents
    • Photocopy of the latest Tax Declaration (from the City Assessor’s Office).
    • Photocopy of the latest Real Property Tax Receipt (from the City Treasurer’s Office).
  • Barangay Clearance
    • Clearance for building construction from the Barangay where the project is located. (Note: Under Ord. 2021-071, fees may now be paid directly at the City Hall for convenience).
  • Technical Plans
    • One (1) set of Architectural Plans (Perspective drawing).
    • Site Development Plan and Vicinity Map (showing landmarks within a 1km radius).

B. Additional Requirements (Based on Project Type)

  • For Commercial/Industrial Projects:
    • Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) from the DENR.
    • Bill of Materials and Cost Estimates.
  • For Subdivision Developers (PALC):
    • In addition to the above, developers must apply for Preliminary Approval and Locational Clearance (PALC) as per Ord. No. 2008-079.
  • For Businesses (Zoning Certification):
    • New businesses only require the Business License Application Form and a site inspection (if required by the Zoning Administrator).
