
THE CITY Government of Naga continues its commitment to good governance through a three-day training workshop designed to reskill and upskill employees assigned to procurement, inventory, and assessment management functions on October 22, 24, and November 7, 2025.
Focused on enhancing efficiency, accountability, and transparency in public service, the initiative aims to ensure that each office is equipped with the proper knowledge and skills to responsibly manage government resources in line with the Commission on Audit’s (COA) rules and regulations.
In line with this, Mayor Leni Robredo plans to conduct a one-time cleansing of the city’s assets to address the Audit Observation Memorandums (AOMs) issued by COA in 2024, along with the creation of an inventory committee. Mayor Leni is hopeful that the deficiencies concerning the city’s inventory will be resolved within the year.
Through an academic-government partnership with the University of Nueva Caceres, 120 city hall employees learned proper methods of inventory taking, recording, and reporting to comply with COA’s annual and semi-annual requirements.
According to Eleanor S. Peña, Director of the UNC’s Center for Adult and Lifelong Learning, it is crucial for a government to invest in employee capability building, as they are the ones entrusted with the people’s funds and resources. By improving their skills and understanding of government processes, employees become more accountable and efficient in delivering public services.
Moreover, the three-day training is part of the Productivity Improvement Program (PIP) 2.0, which is geared towards an efficient, agile, and citizen-focused city government of Naga.│via Christine Kim Villafuerte
