
TO REINFORCE her administrationβs zero-tolerance policy against corruption, Mayor Leni Robredo has issued Executive Order No. 59, instituting the Whistleblower Policy of the City Government of Naga. The new directive builds upon her earlier Executive Order No. 01, which established the cityβs strong anti-corruption framework.
Mayor Robredo emphasized that the fight against corruption can only be effective if there is a mechanism that empowers public officials, employees, contractors, and citizens to safely report acts of corruption or misconduct without fear of reprisal.
βIn order for our anti-corruption framework to truly work, we must ensure that those who come forward in good faith are protected,β Robredo said. βThis way, we promote accountability and foster a culture where honesty is valued and integrity is rewarded.β
According to the orderβs policy statement, the city government commits to building a transparent and corruption-free administration, where wrongdoing is βneither ignored nor tolerated.β The new policy institutionalizes safe, confidential, and impartial reporting channels to protect whistleblowers and strengthen public trust in local governance.
Under Executive Order No. 59, six formal reporting channels have been identified to ensure accessibility and confidentiality:
- Human Resource Management Office (HRMO) β for administrative and personnel-related concerns;
- City Legal Office (CLO) β for issues with legal or disciplinary implications;
- Office of the City Mayor β for matters requiring direct executive oversight;
- Confidential Whistleblower Drop Boxes β located at City Hall and satellite offices;
- Dedicated Email: whisleblower@naga.gov.ph β to be activated for electronic submissions; and
- Referral to oversight agencies β such as the Ombudsman, Civil Service Commission (CSC), Commission on Audit (COA), or Department of the Interior and Local Government (DILG).
The policy underscores the constitutional principle that public office is a public trust, and seeks to empower every citizen and government employee to become an active partner in safeguarding the ethical foundations of local governance.
