PROJECT TITLE: Subscription, Installation, Deployment, and Delivery of “SEERMO: A Highly Technical Product/Software and Supporting Scientific Services for the AI City Planner”

1. Brief Background & Project Intent
The City Government of Naga intends to apply part of its DEPDev grant to payments under the contract for the SEERMO Platform. The project addresses critical challenges in transport and urban planning, disaggregated data collection, and reliance on expensive external consultancies by deploying an AI-empowered decision-support platform tailor-fit for Philippine cities. Developed in collaboration with DOST Balik Scientist Dr.-Ing. Syrus Borja Gomari and supported by the NEDA Innovation Fund, SEERMO incorporates video AI, machine learning recommender systems, and advanced analytics to enable rapid, evidence-based urban mobility and land-use studies.
2. Approved Budget for the Contract (ABC) & Duration
- Approved Budget for the Contract: ₱6,223,000.00 (Inclusive of 12-month software license, platform configuration, data collection expenses, internet costs, and scientific/technical support services).
- Project Duration: Twelve (12) months commencing from the issuance of the Notice to Proceed (NTP).
3. Minimum Mandatory Technical Requirements
Eligible providers must satisfy the following minimum requirements:
- Novelty: Certification of system novelty and proof of filed Utility Model application with the Intellectual Property Office of the Philippines (IPOPHL).
- Platform Features:
- Urban Mobility & Infrastructure Planning Reporting App
- Violation Reporting App
- Incident/Report Web Dashboard
- Advanced Analytics Dashboard (traffic demand, supply, asset management)
- Traffic video processing backend and analytics
- Data extraction tools (GPS tracking, boarding/alighting survey maps, graphs)
- On-demand scientific/technical consultations with transport data scientists and AI experts
- Data collection hardware provision (smartphones/portable cameras) and storage
4. Procurement Details & Schedule
In accordance with Republic Act No. 12009 (New Government Procurement Act), procurement shall be conducted through Negotiated Procurement – Highly
Technical and Scientific Product.
- Delivery Schedule: Immediate upon issuance of Notice to Proceed.
- Payment Terms: Progress Billing 1 (70%) upon software setup and technical assistance; Progress Billing 2 (30%) upon full deployment, customized web dashboard access, and staff training completion.
