Public Hearing: Committee on Women, Family Relations, & Gender Equality (October 22, 2025)
The hearing will discuss a proposed ordinance on parental responsibility and child well-being. The proposed ordinance, titled “The Naga City Ordinance on Parental Responsibility,” aims to uphold and enforce parental responsibilities in nurturing and protecting children. It mandates the creation and implementation of comprehensive programs that promote positive and non-violent parenting techniques, strengthen child protection measures, and engage the community through education and advocacy.
Key aspects of the ordinance include:
-
- Parental Authority and Responsibility: Both parents are jointly responsible for exercising parental authority and fulfilling their duties, covering all aspects related to the care, upbringing, and welfare of their children. Special provisions are made for separated, absent, or deceased parents, and for foundlings.
- Parental Duties and Responsibilities: Parents are responsible for providing love, affection, guidance, and essential necessities like food, clothing, and shelter. They must ensure access to medical care, appropriate education, and protect children from harm, including dependencies on alcohol, drugs, and gambling.
- Prohibited Acts: The ordinance outlines prohibited acts categorized as neglect of the child and abusive treatment of the child. These include failing to provide education, allowing children to engage in harmful activities, driving without a license, or being out during curfew hours. Abusive treatment includes exploiting children, imposing harsh punishments, or promoting unethical lifestyles.
- Promotion of Positive Discipline: The ordinance mandates the adoption of positive and non-violent discipline techniques, explicitly banning corporal punishment and humiliating discipline.
