The SP Secretariat is inviting recipients, upon instruction from Hon. Francisco M. Mendoza, to a Public Hearing on Monday, February 9, 2026, at 1:00 P.M. at the Sangguniang Panlungsod Session Hall, City Hall, City of Naga.

• The purpose of the public hearing is to discuss the attached proposed Ordinance No. 2026-XXX, authored by Hon. Francisco M. Mendoza, which adopts the Constructors Performance Evaluation System Plus (CPES+) in the City of Naga.
• The draft ordinance aims to expand the existing CPES by including the post-completion period, specifically the Defects Liability Period (DLP) and Warranty Periods (WP), and designates the Naga City Project Monitoring Committee (PMC) as the CPES Implementing Unit (CPES-IU).
• The ordinance mandates that a CPES+ rating of “Satisfactory” or higher be a requirement for post-qualification in procurement and subjects constructors with a “Poor” or “Unsatisfactory” rating to blacklisting proceedings.
• Recipients are earnestly requested to confirm their attendance for the public hearing.
