Key Highlights of the Agenda
1. Special Business
- Dagyaw Activity MOA: Reviewing a request from the City Mayor for authority to enter into a Memorandum of Agreement (MOA) with the DILG Regional Office V to implement the Dagyaw Activity, aimed at strengthening the co-creation of a city flagship program.
2. Unfinished Business & Proposed Legislation
- Mayor’s Veto Messages: Processing returned City Ordinance Nos. 2026-078 and 2026-079, sent back unsigned by the City Mayor with her veto messages and recommendations.
- “Bantay Exploitation Ordinance of Naga City”: Evaluating stakeholder recommendations (from Ateneo de Naga University, Philippine Association of Social Workers Camarines Sur Chapter, and the Office of the City Prosecutor) regarding the proposed ordinance against prostitution-related sexual exploitation, digital coercion, and the “walker-taker” exploitation system.
- Food Safety & Handler Regulations: Deliberating two proposed ordinances (authored by CY Councilor Ira Denise L. Calleja; sponsored by Councilors Albeus and Abonal-Gomez):
- Institutionalizing mandatory food handlers’ classes and establishing an online registration system for health certificates.
- Localizing Republic Act 10611 (Food Safety Act of 2013).

Public Feedback & Policy Inputs:
- Reviewing public feedback collected via social media channels regarding proposed ordinances for the Aral-Maneho Program and a citywide Youth Values Formation Program.
- Reviewing comments from GSD Head Arthur F. Abonal on regulating advertising materials in Naga City.
- Noting support from City Veterinarian Dr. Johann Michael R. Sales on proposed amendments to the Naga City Ordinance for Animal Care.
- Public Utilities & Transport:
- Receiving the joint committee report from Public Utilities, Consumer Protection, Ways & Means, and Environment & Energy.
- Endorsement of a trimobile franchise application in Barangay Pacol under the Pacol Tricycle Drivers and Operators Association.
3. Other Matters

Suspension of Administrative Cases: Acknowledging an Omnibus Order issued by Blue Ribbon Committee Chair Hon. Ghiel G. Rosales to suspend and hold in abeyance all pending administrative cases against elective barangay officials due to the upcoming Barangay and SK Elections on November 2, 2026.
