26th Regular Session (15th SP)
Highlights:
The session’s Special Business focuses on two major executive requests: authority for the City Mayor to negotiate with LCC Management for a land donation in Zone 3, Sabang, and authority to enter into a memorandum of agreement with the Municipality of Canaman for newborn hearing referrals to the Naga City General Hospital. Both items carry long‑term implications for city development and public health services.
Under Unfinished Business, the council revisits the proposed ordinance requiring restaurants and similar establishments to provide free potable drinking water to customers, a measure aimed at public welfare and consumer rights. Additionally, committee reports from Ways and Means and Public Utilities are on the agenda.
The New Business agenda includes several high‑impact proposals: a resolution urging President Ferdinand Marcos Jr. to declare Naga as a Highly Urbanized City, which would significantly alter governance and resource allocation; a proposed ordinance institutionalizing a monitoring and evaluation tool for all Sangguniang Kabataan programs to strengthen youth governance; and a directive for semestral cleanup and evaluation of public parks, heritage sites, and museums.
